Why neighbors complain?

I have a autistic 2 yr old and a 1 yr old. My neighbors have repeatedly complained to management and even called the police becuase of noise. I thought that when you live in an apartment complex you should expect some noise? The neighbors even threatened to move out! Therefore, I'm going to be evicted! Everywhere I move to this happens! It's not fair! I'm a single mother with 2 busy kids that wreck the house every day! From drawing on walls, ripping toilet paper, throwing food, staining carpet, braking things, opening and throwing dvds and books everywhere. This happens on a daily basis. Every day I have to vacm and sweep to make the place somewhat decent. I can't stop an autistic toddler, I'm doing the best I can! I'm at my wits end and then to get evicted because of noise I can't help? Toddlers throw tantrums esp autistic ones, and babies cry, esp when going to bed. I can't help that. And I also get in trouble for yelling at them, when they're on the other side of the room and constantly pressing ons on the dvd player when I'm dubbing a show on tv, I'm not suppose to yell when it keeps happening while I'm researching on the computer? Is there not some disability rights my daughter has and rights as a citizen and parent? This isn't fair! I can't afford a house and I never tattle tale on all the noise my nieghbors make, when they are hypocrits. Any suggestions on how to deal with this situation? I already told my neighbors that my daughter had autism? So WTF?
