What would be the most believable and acceptable pretext for military action against North Korea?

Good history lesson. I would quibble with the Bill Clinton motivation. NATO nations didn't want our help. Clinton aserted NATO's authority over the NATO nations by inovking the treaty as its own justification. That said, I vote for the last rationale.
