Caging a Bengal Cat for 24/7?

My co-worker's acquaintance bought a Bengal cat about 4 months ago. The cat is now about 1 year old. She paid $3000 for this animal strictly for breeding purposes, which she knows nothing about and can only see dollar signs regarding this cat. Since getting him she has kept the poor thing in a cage for 24 hours a day---never letting him out at all. I'd call that downright cruelty. No one can convince her she's wrong to do this to a living creature. I don't know her personally but would love to strangle the b---- for how she's treating this defenseless animal. Is there anything within the law we can do to help this cat and get him away from his non-caring owner?
