How do you catch the legendary dogs in Pokemon Heart Gold and Soul Silver?

I know obviously with some sort of pokeball.... I have used a ghastly with mean look but it still runs away... I have used an electrode with soundproof so when they use roar i don't flee... I have their hp down and paralyzed but everytime i see them they flee even with soundproof and mean look... I don't want to use my masterball either
