My ex-neighbor is a dog hoarder, should I do something about her?

I used to live next door to a woman on a 1/8 acre piece of land with a six foot privacy fence. She had well over 20 dogs on her property. She claims to be an animal rescuer and only a few of the dogs were her own, the rest were fosters. I found out through the rescue that she claimed to foster for, that my neighbor is no longer affiliated with this rescue because she was sabatoging potential adoptions so she could keep the dogs herself. In the two years that I lived next door, she never re-homed any of the dogs. She also never walked the dogs or trained them or worked with them at all to make them adoptable. The dogs were crated in her house all day and her yard was nothing but a dirt and mud pit. Dogs would escape all of the time. This woman does not allow anyone inside her house. No family, no friends and her daughter is not allowed to have friends over. In the summer the dog stink flows out of her open windows into the street. If anyone in the neighborhood complains about her dogs, she keeps them indoors for several days without ever letting them out. She's been in trouble with the authorities several times and knows that she is breaking township ordinances by having so many dogs. The dogs are all fed, clean, vet checked (so she says) but her own living conditions are deplorable. There is no cruelty going on. I no longer live next door to her, but I know that she is not doing right by these dogs, or her neighbors. Should I get involved and report her? Should I forget about it since I don't live there anymore?
